Royal Oak Shopping Center

September 2010 – April 2011

Design, Supply, and Install a complete 25KV outdoor unit substation to replace aged existing equipment at Royal Oak Shopping Center in Victoria.

The aged 25KV primary switchgear, transformer, and low voltage distribution at this facility was well past its expected lifespan, hence a project was undertaken to replace it with new equipment, built to modern standards at 25KV and compliant with the new BC Hydro Primary guide.

A new transformer was procured from Cooper Power systems, and adapted in Prime Engineering’s Victoria facility with an SF6 switch and fuses for primary protection.

The low voltage switchboard was manufactured by Schneider Electric in Richmond, and an outdoor enclosure built in Victoria to house it.

All was tested and inspected per CSA SPE-1000 prior to installation.  As this was a functioning facility seven days a week, installation had to be completed overnight within eight hours, including removal of the existing substation, installation of the new substation, commissioning, and energization.

Standards used in design process:

  • IEEE 242-2001 – IEEE Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems (IEEE Buff Book)
  • Canadian Electrical Code 2009
  • CSA C22.2 No 31-04 – Switchgear Assemblies
  • CSA SPE-1000 – Field Inspection of Electrical Equipment
  • BC Hydro Primary Guide Standards for Customer owned Primary Equipment
